UP-NS Merger Review Advances

Union Pacific and Norfolk Southern are pushing their proposed transcontinental merger into the next stage of Surface Transportation Board review, arguing that their application meets the regulatory threshold for a full evaluation. The STB has established a procedural schedule, with a final decision expected in late 2027.

The railroads say the combined network could expand single-line service, reduce some transit times by 24–48 hours, improve interchange efficiency, and create new opportunities to shift freight from truck to rail. They also project significant operating and customer savings. At the same time, shippers, elected officials, and state attorneys general have raised concerns about competition, service reliability, and market concentration.

For shippers, the near-term takeaway is watchfulness rather than immediate change. Routing options, rail pricing, gateway access, capacity, and service commitments could all become important as the review develops.
