
New Trucking Agenda
At the recent Samsara conference, ATA President Chris Spear celebrated policy wins that delayed California’s Advanced Clean Trucks Low NOx rules and paused the EPA’s Phase 3 greenhouse gas standards. He argued that these steps free the industry to phase in electric trucks where they make sense—like drayage, garbage, step vans, and school buses—rather than pushing a one-size-fits-all “rush to zero.” Spear stressed that gaps in charging infrastructure, grid limits, and price premiums still block mass EV adoption. He urged fleets to shift focus onto safety enhancements, autonomous vehicles, and AI-driven logistics, calling innovation the next growth catalyst.
Spear also zeroed in on pressing infrastructure and security gaps. He pointed out that drivers now spend an average 56 minutes each day hunting for parking, a drag on wages and morale that fuels turnover and deters new talent—especially women. He warned that cargo theft rings are growing more sophisticated, even hacking carrier systems to reroute drivers. Meanwhile, aggressive plaintiff attorneys prey on minor fender-benders unless onboard cameras prove otherwise.
